Mr. Macpherson is a tax attorney concentrating on matters of state, local and Indian tribal taxation and general Indian jurisdiction. He is a Certified Tax Specialist under criteria set by the Board of Legal Specialization of the State Bar of Arizona. He is a graduate of Arizona State University (B.A. English, 1967) and Arizona State University College of Law (J.D., 1971). He was an Assistant Attorney General in the Arizona Attorney General's Office (1971-1981), served as Chief Counsel of the Tax Division of the Arizona Attorney General's Office (1981-1990) and has been in private practice since 1991. Over his career, he has lectured widely at continuing legal education seminars and symposia on matters of state, local and Indian tribal taxation, issues of Indian law and general jurisdiction and, in particular, on matters relating to Indian gambling both in Arizona and nationwide. He has litigated and argued cases involving tax, Indian law and constitutional issues in all courts of record in Arizona, in the U.S. District Court for the District of Arizona, in the U.S. Court of Appeals for the Ninth Circuit and before the United States Supreme Court. In addition, he has represented numerous clients seeking recoveries under protocols of the United Nations Compensation Commission for losses suffered as a result of the 1990 invasion of Kuwait by Iraq. He has previously served on the Board of Directors of the Fiesta Hall of Science, Goodwill Industries of Central Arizona and presently serves on the Board of Directors of the Arizona Firearm Safety Coalition. He is also a member of the Advisory Council of Directors of The Arizona Center for Public Policy, a Phoenix-based research and public policy think tank. His avocations are astronomy, bluegrass music and old Porsches. |
